The Health Care Authority was directed by W. Va. §16-2D-5(g) (SB 492) to study “the need for additional nursing facility beds” in West Virginia. A study entitled “Nursing Facility Bed Supply and Need” was commissioned by the Authority to fulfill its statutory duty.
