On March 19, 1996, Governor Gaston Caperton signed HB 4137, codified at W.Va. Code § 16-2D-5. This legislation created the Rural Health Systems Program (RHSP). The goal of the RHSP is to avoid the potential crisis or collapse of the essential, rural health care services by encouraging the restructuring of the rural health care system. The program accomplishes this goal by granting or loaning funds to facilities to ensure that health care delivery is streamlined and continuous. The RHSP has two program areas. First, an applicant may seek a collaborative grant or loan. Second, an applicant may seek a crisis grant or loan in order to prevent the loss of essential health services. In order to be considered for funding an applicant must comply with the time frames established in the Application Cycle and submit a complete application in conformity with established time frames. Since its inception, the RHSP has awarded numerous grants totaling in excess of six million dollars. The RHSP program has been successful in ensuring the entities in crisis are able to continue to function.
